The position of Ombudsperson was created in Corvallis to enforce the antidiscrimination ordinance, which prohibits discrimination in housing, employment, and public accommodations against the federally protected classes and on the basis of marital status, sexual orientation, sources of income, or age. The Ombudsperson is also charged with monitoring and responding to hate violence.

The Commission has a threefold mission: to protect people from discrimination, to celebrate diversity, and to enhance the sense of community. The Commission has three committees: Diversity, civil rights, and hate crimes. It holds periodic meetings to elicit specific proposals for action from the community.
