The Rhode Island Advisory Committee to the U.S. Commission on Civil Rights has released a report: “Licensing Barriers to Employment Post-Conviction in Rhode Island.” The Committee heard testimony that people of color are overrepresented in Rhode Island’s criminal justice system, and their conviction histories prevent them from obtaining occupational licenses that allow them to meaningfully re-enter society.
