U.S. Commission on Civil Rights Mourns the Passing of Former Senator and Guam Advisory Committee Member Robert Klitzkie

The United States Commission on Civil Rights mourns the passing of former Guam Senator and Guam Advisory Committee member Robert “Bob” Klitzkie on April 1, 2025. Mr. Klitzkie leaves behind a legacy of profound impact on civil rights, education, and public policy. His service and commitment spanned decades as an educator, lawyer, judge, policymaker, talk show host, U.S. Marine, and lieutenant colonel with the Guam Army National Guard.

Mr. Klitzkie spent the last few years as a dedicated and valued member of the Guam Advisory Committee to the U.S. Commission on Civil Rights. Serving since March 2022, Mr. Klitzkie brought passion, wit, and commitment to achieving our agency’s mission. Alongside other Committee members, Mr. Klitzkie served the people of Guam by actively working on a project investigating the overrepresentation of COFA Migrants within Guam’s criminal justice system. He was, as the Governor of Guam mentions, “impossible to forget.”

The U.S. Commission on Civil Rights extends its deepest condolences to the Klitzkie family and honors his extraordinary life and career.
